So, let's say I am playing oddilus. I use my reflect skill and a khan with a -50% damage resistance debuff hits me. I'm assuming the reflect damage would be extra because of the debuff. Is this the case?

Yes, damage would be calculated according to whatever buffs or debuffs the reciever currently has on them.

Yes and also to add, damage reflect is also subject to resistances. This is why oddilus may be better suited than leatherhead for damage reflect sense leatherhead by himself is unable to reduce damage resistance while oddilus can.
